Questions and Clarifications 12052026
Please find below some clarifying points for the FRAM Centre Program process, as we see that the information provided in the call text was a bit sparse and the process is new for us all:
The philosophy behind the deadline to announce your consortia/initiatives is to facilitate communication and collaboration between Fram Centre researchers and institutions.
As the initiatives are announced on iFRAM, we hope you can find each other and develop both ideas and consortia together. We expect that the initial consortia might grow, merge, and re-group before the deadline for the program outlines, because of this communication. We expect that the contact points in each consortium are willing to discuss with interested parties and are open to suggestions, but no one is forced to collaborate. In the initial phase it is ok to submit an initial consortium with minimum 3 parters, but the submitted program outline must have minimum 5 partners. In other words, it is possible to join a consortium after the deadline.
*We have extended the deadline for announcing initial consortia until 18th of May at 16:00 and will publish the list online immediately after the deadline.
*We ask you to announce an initial lead partner, as we need both to provide a contact person for each consortium and to constrain how many initiatives each institution is planning to lead. You are free to change the lead partner before the submission of program outlines.
*We ask for information on only one contact person from the consortia. Please note that a single researcher can represent an institution, and that an institution can be represented in several consortia.
* Earlier project leaders (but no previous program leaders) can lead programs.
*Please note only those consortia who send in a program outline by the deadline 29th May will be invited to the workshop. This is to ensure that we start the workshop with concrete collaboration constellations and thought-through program outlines.
*The consortia are free to define how many people they want to bring aboard the workshop; we leave this coordination to the consortia themselves, and the invitations to the workshop will be sent to the specified contact persons in the submitted program outlines.
*The aim of the workshops is to end up with one consortium after the workshops in June. The Workshop teams will present the outcomes from the workshops to the steering group for a decision. We have added a potential WS in September in the process, but we hope and aim not to delay the decision to September.
As the aim of these funds from Ministry of Climate and Environment is to provide seed funding for collaboration in the FRAM Centre, we have added constraints on how many initiatives any institution can lead (max. one program and one project or two projects).
This constraint will be enforced in four ways;
1) we have added openness in the process (initiatives published on iFRAM both for programs and projects) to ensure that the FRAM Centre institutions can coordinate both amongst and within institutions,
2) no institution can send several program outlines on the 29th May deadline as a lead partner in the same call,
3) the steering group aims to ask just one consortium in each call to develop a full proposal, and to ensure through the process that the same institution does not lead both programs,
4) After the external evaluation of the programs and projects the steering group will ensure that we follow the expectation that within the finally financed projects and programmes the same institute shall not be a lead partner on more than 2 initiatives, i.e. the same institute can either lead up to one programme and one project or two projects.
Other specific questions from last week’s info-meeting/submitted online:
Question: Do you need to register your intention to apply for projects by 1st of June in order to send the application in September? Answer: Yes. This is to ensure that the FRAM Centre institutions can communicate and coordinate both amongst and within institutions.
Question: Coast programme: What are the minimum requirements for geographic area – all three northern counties and/or Svalbard? Answer: There are no formal minimum requirements for the geopragphic area in the call text, but programs that have relevance for a larger geographic area will score better with regards to the FRAM mandate. As an example for considering the geographic scope, we would recommend considering including minimum two northern counties and Svalbard, but also other criteria are important in the evaluation of program relevance.
Question: Does “impacts on nature” (as in “New knowledge, new datasets, new models, and tools to better understand and manage impacts on nature” include e.g. pollution and/or contaminants? Answer: Yes.
Question: Does “Creating an understanding of business and industry development impacts in the high north (all sorts, i.e. …)” also include e.g. pollution impacts, or emissions of contaminants? Answer: Yes.
Question: Can you specify what is meant by “integrate natural and social sciences”? How integrated does it have to be, and how much of each natural/social science is expected (e.g., is it enough that aspects of both fields are included)? Answer: Interdisciplinarity is an important criterion in evaluation, but how this is incorporated in the outline is up to the applicants to define.
Question: Cumulative impacts of multiple stressors: – How many “stressors” is it needed/required to include in the proposal under the cumulative impact topic? Answer: This is up to the applicants to define.
Question: Is there a date by which these projects are expected to begin in 2027? Technically start of the year- but financing letters may arrive between feb-mar
Question: Can international collaborators be involved (e.g., via contribution of samples) Yes but they cannot receive re-embersment
Question: Does the ‘High North’ also include areas such as Greenland? Or should the focus of the proposed project be limited to Norwegian High North? I The work should be focused on the Norwegian high north.
